1.
The Club's name:
1.1.
The Club's name shall be The
Weymouth Angling Society. Referred to as the "Club".
2.
Aims
and Objectives of the Club:
2.1.
To
promote and encourage the sport of sea angling in
Weymouth
and the surrounding districts.
2.2.
To provide a safe and
secure environment within the club Headquarters for the social
interaction and refreshment of the membership and their
visitors (Guests).
2.3.
To
facilitate fair, closed and open, competitions for both
members and sea anglers from affiliated/associated clubs.
2.4.
At
the discretion of the committee, the holding of open
competitions both local and national. The managing of sea
angling competitions for other clubs, association, unions and
corporate bodies.
2.5.
To
assist in the education of junior members, schools, youth
clubs, both disabled and able bodied in the rules and good
practice of sea angling.
2.6.
To
educate and promote all members, at all levels, in the care of
wild life and the conservation of marine, shore
environment.
3.
Membership:
3.1.
Membership of the Club
will be open to all members of the fishing community in
accordance with the Weymouth Angling Society’s constitution.
3.2.
Individuals who are not
members of the Weymouth Angling Society may only participate
in Club competitions and activities on open events,
competitions and open days. This issue will be at the
discretion of the committee and reviewed annually.
3.3.
Club
members must act according to the Weymouth Angling Society's
equal opportunities policy
3.4.
Temporary
Membership For Festivals:
On payment of a fee, a temporary membership will be granted
for the period of the festival. The
fee to be set by the committee.
3.5.
Temporary
Membership:
3.5.1.
At
the discretion of the
committee, temporary membership, of no longer than three
weeks, can be granted on payment of a fee. This fee to be
determined by the committee. Such memberships cannot be
granted to the same temporary member more than twice in any
one year.
3.5.2.
At the discretion of
the committee a summer seasonal membership (NON FISHING) may
be granted, at a fee to be set by the committee, as a social
membership for such fellow
harbour
users(Current and paid up mooring
holders)etc.
4.
Club
Subscriptions and Club Finance:
4.1.
A membership
fee is required from all Club members payable on the
1st. December of each and every year. The Club's
committee will be responsible for setting the annual fee and
its’ collection. Non payment of the membership fee by the
31st. December of the same year will deem that
membership has expired
4.2.
Membership
Fee Exemptions: Honorary
members ( An Honorary member being a person awarded a free
membership to The Weymouth Angling Society for life in
recognition of work/actions/deeds to the well being and
benefit of the Society.). Life Vice Presidents.
4.2.1.
Juniors:
Members under the age of 16 years of age, their sixteenth
birthday falling before the 1st. December of the
current membership year, shall pay a reduced fee that shall be
set by the committee annually.
4.2.2.
Juveniles:
Members under the age of 18 years of age and over 16 years of
age, their eighteenth birthday falling before the
1st. December of the current membership year, shall
pay fifty percent of the full membership.
4.3.
No person will
be permitted to fish any closed competition unless the holder
of a fully paid up membership.
4.4.
The committee
will determine the amount required depending on the general
administration costs and running costs for the year.
4.5.
Weymouth
Angling Society members shall receive no direct or indirect
payment, except for legitimate expenses incurred in connection
with Club business.
5.
Expenditure:
5.1.
Any
expenditure on social activities shall be in accordance with
the regulations approved by the committee
5.2.
An executive
committee will conduct the Club's administration. This
committee shall not operate autonomously. Planning activities,
buying equipment and administering other club matters must
satisfy all the membership.
5.3.
The committee
will consist of the following officers who shall be full
members of the Weymouth Angling Society:

6.2.
The
executive committee will serve from one AGM until the next
AGM.
6.3.
Committee
elections will be conducted at the AGM.,
which will be
held annually (See Voting – Section
10)
6.4.
Current
serving members will resign at the A.G.M., but (if they so
wish) will be eligible for re-election without the need to be
proposed and seconded.
6.5.
All persons
wishing to stand for the committee will need to be proposed
and seconded by current full and paid up members of Weymouth
Angling Society.
7.
Duties
of Club Officials:
7.1.
The
Club Chairperson is responsible for:
7.1.1.
Ensuring that
all Club Good Practice Guidelines are followed.
7.1.2.
Providing
adequate provision for all members in the Clubs program of
events.
7.1.3.
Providing a
high standard of instruction and leadership for the
members.
7.1.4.
Publicising the Clubs
Complaints procedure to members.
7.1.5.
Ensuring that
the Club's committee includes the officers named in
6.2
7.1.6.
Appointing
suitable Activity and Trip leaders in conjunction with the
Club Safety and Training Officer, and the Clubs and Societies
Safety Officer. (See the Club Good Practice Guidelines for
details)
7.1.7.
Other duties
as agreed with the Club Committee
7.2.
The
Club Secretary is responsible for:
7.2.1.
Overseeing the
administering the membership of the
Club.
7.2.2.
Providing a
full and detailed list of club members.
7.2.3.
Providing
secretarial support to the Club committee and issuing the
minutes of meeting to club members.
7.2.4.
Ensuring
affiliation to the relevant national governing
body.
7.2.5.
Administering
the Club's insurance policies.
7.2.6.
Compiling
introductory material for new members in conjunction with the
club committee.
7.2.7.
Other duties
as agreed with the Club Committee.
7.3.
The
Club Treasurer is responsible for:
7.3.1.
Administering
the Clubs finances in accordance with Weymouth Angling Society
procedures.
7.3.2.
Producing a
financial plan for the year.
7.3.3.
Producing the
Clubs annual budget proposal.
7.3.4.
Other duties
as agreed with the Club Committee.
7.4.
The
Club Equipment Officer is responsible for:
7.4.1.
Producing an
annual inventory of Club Equipment and filing a copy of this
document with the committee.
7.4.2.
The Equipment
Officer is also responsible for updating the inventory when
necessary. Storing and maintaining all equipment in accordance
with the Club Guidelines
7.4.3.
Keeping
accurate records of all safety checks undertaken, in the
Equipment Log Book.
7.4.4.
Recording
information concerning equipment failure or damage in the
above mentioned
log.
7.4.5.
Recording the
whereabouts of all equipment in the Equipment Log
Book.
7.4.6.
Ensuring that
all equipment issued for an activity, is suitable for that
purpose.
7.4.7.
Ensuring that
equipment is not loaned to members who are unskilled in its
usage, unless they are supervised.
7.4.8.
Advising the
borrower on the correct care of the loaned equipment. (This
includes advising on security.)
7.4.9.
Preventing the
usage by anyone of unsafe equipment, and
organising the repair or
disposal, when necessary, of this equipment.
7.4.10.Advising the
committee on the purchase of Club equipment; and informing
them of when this will be necessary.
7.4.11.Advising
members on personal purchases, (when able).
7.5.
The
Safety & Training Officer is responsible for:
7.5.1.
The welfare of
the Club's novice members.
7.5.2.
Facilitating
the integration of the novice within the Club, and their
access to relevant information and
advice.
7.5.3.
Ensuring that
participating novices understand all aspects of a Club
activity; paying particular attention to skill levels
required, risks involved, and equipment
requirements.
7.5.4.
Advising the
novice on their suitability for certain
trips.
7.5.5.
Promoting safe
practice within the Club at all times.
7.5.6.
Promoting the
benefits of further training for all Club members, and
providing the Club with the relevant information.
7.5.7.
Liaison with
the Sports Federation Officer over all matters concerning
safety.
7.6.
Club
Manager is responsible
for:
7.6.1.
That the
clubhouse premises, and all it’s facilities, are run in an
orderly manner and in compliance with the licensing
laws
7.6.2.
The purchasing
for the club of all stock required for resale on the club
premises.
7.6.3.
The ensuring
that all staff are trained in, and kept up to date with, the
policies of the Committee, the law and conditions for the sale
of goods, wet and dry, and the hours of
opening.
7.6.4.
That no credit
be given to any person/persons and that ALL SALES ARE CASH
TRANSACTIONS.
7.7.
Membership
Secretary:
7.7.1.
Shall keep an
up to date record of all membership fees
paid.
7.7.2.
Shall keep an
up to date record of all members including junior, juvenile
and adult members. All records to include Forename, Surname
and full current address. Where ever possible a telephone
number and where applicable an e-mail
address.
7.8.
Cup
Custodian:
7.8.1.
Shall keep an
up to date record of all Cup, Trophies and Shields belonging
to Weymouth Angling Society.
7.8.2.
Shall keep an
up to date record of all holders/winners of all Cup, Trophies
and Shields belonging to Weymouth Angling
Society.
7.8.3.
Shall ensure
that all Cup, Trophies and Shields belonging to Weymouth
Angling Society are returned to Weymouth Angling Society in
time for presentation at the Annual Presentation
Night.
7.8.4.
Shall make
sure that all Cup, Trophies and Shields belonging to Weymouth
Angling Society, and to be presented at the annual
Presentation Night, are in clean and good
order.
7.8.5.
Shall oversee
the acquisition of replicas, certificates and associate gifts
for the Presentation Nights
7.8.6.
Meetings:
7.9.
An ANNUAL
GENERAL MEETING is required and will be held annually,
November being the norm for such a meeting. No more than
fifteen months shall elapse between
an A.G.M. At least four
weeks notice of the AGM shall be required in writing from the
Hon. Secretary.
7.10.
Only current
full and paid up members shall be invited to attend such an
A.G.M..
7.11.
Members shall
be entitled to a copy of the current Financial Statement
commissioned by the Committee. Such statements, and a copy of
the minutes of the previous A.G.M., shall be available at the
Weymouth Angling Society HQ. Commercial Road,
Weymouth,
Dorset,
DT4
8NF. Immediately
after the A.G.M. has been called and upon receipt of a
signature.
7.12.
At
The A.G.M.
7.13.
At the A.G.M.
the membership shall vote on and elect a President for the
forth coming year.
7.14.
The newly
elected President shall, upon his election, preside over the
A.G.M. The President, as the chairperson, shall not vote on
any matter unless there is a deadlock; where upon his shall be
the deciding vote.
7.14.1.Should the
President be unavailable a member can be selected by the
membership to take THE CHAIR and conduct the meeting. This
chosen CHAIRPERSON shall not vote unless there is a deadlock,
where upon he shall have the deciding vote.
7.14.2.At the A.G.M.
the membership shall vote on and elect officers and members of
the committee for the forth coming year.
7.14.3.At the A.G.M.
the membership shall vote on and elect an AUDITOR for the
forth coming year.
7.14.4.Immediately
after the A.G.M. the elected committee shall vote on and elect
a CHAIRPERSON for the forth coming year.
7.15.
E.G.M.: The
Committee may at any time, giving seven clear days notice -
and for any extraordinary reason, call an E.G.M.. The
Chairperson may also call an E.G.M. at the request, in
writing, of no fewer of twenty full and paid up members. The
request must state the purpose of this meeting. No other
business may be discussed, or transacted, at this
E.G.M..
7.16.
The club
Chairperson must call regular ordinary committee meetings. The
first Tuesday of every month being the norm, a minimum of
three days notice is required of any change to this
arrangement. Regular committee meetings are required to
discuss all club matters.
7.17.
The secretary
shall ensure that all committee members have access to copies
of the minutes of these
meetings.
7.18.
A quorum of at
least five elected committee members shall be present.
8.
Voting:
8.1.
For the
election of Club officials and any issue that the Club deems
of importance. Any member may
submit, in writing
to the Hon. Secretary, fourteen clear days before the A.G.M.,
E.G.M. any proposal for the discussion of the membership, and
have it voted upon. This proposal must be directly related to
the business of Weymouth Angling Society. At an E.G.M. however
Section
9.6 shall apply
at all such meetings.
8.2.
Only Club
members holding a full and paid up membership will be entitled
to vote at any meeting.
8.3.
A notice of
the results of all elections or voting shall be posted in the
Headquarters/Club House for no less than 30 days
after the election.
8.4.
Changes to
Club Constitutions
Changes can be implemented, if approved a two-thirds majority
obtained, at an annual or extraordinary general meeting of the
Club.
9.
The
Club’s (WAS) Complaints Procedure:
9.1.
This procedure
has been created to allow Club members to raise complaints
about issues which might include the following:
9.1.1.
The safety of
Club activities.
9.1.2.
Poor standards
of instruction or leadership.
9.1.3.
The standard
of equipment used for Club activities.
9.1.4.
Poor Club
administration
9.1.5.
The lack of
suitable activities for their level of participation.
9.1.6.
Disregard to
the Weymouth Angling Society's Equal Opportunities
policy.
9.1.7.
Complaints
concerning club safety, or operational matters, should
initially be addressed to the Club Chairperson. If this does
not prove satisfactory a written complaint should be made
jointly to the Club President and Secretary in writing. A
reply will be received within ten days. If this reply is
unsatisfactory then a written complaint should be made to the
Weymouth Angling Society committee who will deal with the
complaint.
10.
Discipline:
10.1.
The Committee
will be responsible for disciplinary matters pertaining to
person, persons or club actions and act
accordingly.
10.2.
The committee shall
have the power to call for the resignation of any member who,
in the committee’s opinion, has acted in any such manner,
deed, or action that is not in the best interest of the
society or membership. This shall include any verbal abuse, or
intimidation, towards any Officer, Official, staff, visiting
official, Guest or member of the Society. If the resignation
is not forth coming then the Committee shall have the power to
suspend, or expel, the member from the Weymouth Angling
Society
11.
Trustees:
11.1.
At
the A.G.M., the membership shall vote to approve the
appointment of a minimum of four, and no more than six,
Trustees. Trustees will stand guarantor for any outstanding
debts at such times as Weymouth Angling Society should cease
to exist, or, at the termination of the lease on its’
Commercial Road Headquarters (DT4 8NF), or, in the event of
Weymouth Angling Society being declared bankrupt.
11.2.
A
sum of £2000(TWO THOUSAND POUNDS) will be initially used to
set up a “Trustees Fund” (ratified by the A.G.M. held on
9th.November 2004), this to be increased annually
by a sum of £1000(ONE THOUSAND POUNDS). This sum to be
reviewed at the time of any rent review and for a minimum
period of 5 years to satisfy the terms of the lease and
constitution of Weymouth Angling Society. The said account
will be for the sole use of the Trustees. The
trustees will have sole control over the fund to cover any
such eventuality listed in 12.1, and
to guarantee payment of due rents or in the event of the
Society ceasing to exist. (See 11.1)
12.
Disillusionment:
12.1.
If at an
A.G.M., or an E.G.M., a resolution is passed by two thirds of
members present for the dissolution of the society, the
committee shall dispose of the assets of the Weymouth Angling
Society on a date agreed upon by the meeting. All debts and
liabilities shall be settled out of the net proceeds. Any
residue shall be handed to the Society’s Trustees for
safekeeping. The trustees shall hold such funds for no less
than five years or until the Society are reformed. Should
there be no reforming of the Society after five years then the
trustees shall disperse the fund to local charities of their
choosing.
13.

WEYMOUTH ANGLING SOCIETY BAR RULES
1) SALE SUPPLY AND CONSUMPTION OF ALCOHOLIC LIQUOR
- Persons under the age of 18 years.
There shall be no sale supply or consumption of alcohol on behalf of the Club on the Club premises to any person under the age of 18 years.
- Persons entitled to purchase and consume alcohol on the Club premises (other than Club Members)
Alcoholic liquor may be supplied by and on behalf of the Club for consumption on the premises by all or any of the following persons who may be admitted to the Club Premises:
- Visiting members of other Angling Clubs engaged in competition against the Club;
- The guests of any such visiting members at the Visiting member's expense;
- Official guests of the Club invited to any Club function;
- Visiting members of other Angling Clubs attending Club functions and their Guests at the visiting member's expense on such occasions.
PROVISO : That all such persons as referred to in sub-paragraph (i) – (iv) shall be over the age of 18 years and shall not be entitled to purchase alcoholic liquor for consumption off the Club premises.
- The purchase of alcoholic liquor for and supplied by the Club shall be at the absolute discretion of the Committee .
- All alcoholic liquor in excisable commodities purchased shall be held on behalf of the members and shall be under the control of the Bar Manager and be supplied only to members subject to payment of such charges as the Committee may from time to time determine.
2) THE PERMITTED HOURS
The Club's licensed bar facilities shall have the following permitted hours: Monday to Friday inclusive 7 pm to 11.00 pm Saturday 12.00 noon to 2.00 pm and 7 pm to 11.00 pm Sunday 12.00 noon to 2.00 pm and 7 pm to 10.30 pm Permitted hours are not compulsory and the Club may trade at any times during the permitted hours and the Club premises shall be open to members at any times the Bar Manager shall decide.
3) RULES OF CONDUCT
It is left to the discretion of the Bar Manager as to the supply of intoxicants to a member or the consumption by a visitor notwithstanding that such a visitor shall have been properly introduced.
- No gambling, betting, drunkenness, bad language, or disorderly conduct shall be permitted on the Club premises.
- If a member introduces a visitor, the name of a visitor shall be written in the Visitor's Book kept for that purpose and a fee of fifty pence, shall be paid in registration by the member introducing such visitor, or as laid down by the Committee.
- Membership shall be held to imply acquiescence and intention to conform with the rules of the Club and any reported infraction of the rules shall be dealt with by the Committee.
- Members shall conduct themselves in such a way as to promote the good name of the Club. If any member shall be guilty of any conduct objectionable to any other members of the Club or prejudicial to the interests of the Club, that member shall be liable to expulsion by a resolution of the Committee. The decision of the Committee shall be final and conclusive.
